Cellulose ether is a polyhydroxide polymer compound that is neither dissolved nor melted.
The Cellulose ether solubility mainly depends on three factors:

(3) the degree of polymerization of cellulose ether, the higher the degree of polymerization, the more difficult to dissolve; the lower the degree of polymerization, the wider the range of substitution that can dissolve in water.
